The increasingly rate of change and as a result shortening product life cycle, has emphasis on innovation among industrial companies. The purpose of this research is to briefly discuss the role that innovation plays in global competition and to investigate the relationship among influential variables on innovation in petrochemical companies. Drawing from literature review we developed a research model. It consists of 26 factors and then with utilizing DEMATEL Fuzzy technique, they were reduced to seven variables, namely, culture of change, management performance, focusing on clients’ demand, financial conditions, product flexibility, using new technology and government support. Then the effects of above factors on organizational innovation have been assessed. Results emphasizes on vital role of culture of change among employees that must be at center of interest on managers. Also results indicate that clients’ interest is an independent variable that neither effects nor effected by other variables. Among other findings, results indicate that culture of change, management performance and using modern technologies are the most vital factors affecting innovation in petrochemical companies. Investment variable has been identified as an independent variable that has great effect on a number of effective variables in petrochemical companies. Manuscript profile

In the concept of innovation systems, the interrelationship between actors is important. One of the most important tools that will shape this interrelationship between different actors in the system is regulations and laws related to science, technology and innovation (STI). In the literature, especially according to some economists such as Schumpeter, it is proven that laws and regulations could have the positive and negative impact on the development of technology and innovation. The literature review has shown that there are three views to achieve a comprehensive legislation in the field of STI. The classification categories are OECD’s rules, technological and non-technological laws and the prevention of failures rules. In addition, in this research, science and technology rules and laws as "lows on science and technology" in other countries are also examined. As a result, the proposed framework is introduced to show the different dimensions considered to achieve comprehensive science, technology and innovation law. Finally, according to this research, there are some proposed factors such as institutional modifications and innovations, determination of important science and technology branches, comprehensive view about these regulating and concept of STI, and attention to dynamics of laws and rules, that decision makers should consider to achieving comprehensive regulations. Most of the nation’s economic power to dominate the regional and trans-regional markets depends on the knowledge and technology and its application in creating various products consistent with the current worldwide demand. The use of technology in production and export leads to increased competiveness strength and enhanced worldwide market share. This study investigates the effect of innovation on high technology exports of Iran in comparison to the selected countries mentioned in the vision plan during 2007-2012 in order to provide policy recommendations to achieve the vision plan goals and seriously addressing the economic sanctions. The results indicate a positive relationship between innovation and high technology exports in studied countries. Among the studied countries, the worst and the best performance on high technology exports respectively are Qatar and Turkey. Iran ranked second in the region on high technology exports and in the couple of innovation indicators (The number of patents and scientific and technical papers) but for the other indicators of innovation, the situation is not desirable. Despite the presence of young and graduated generation and the development of higher education, due to inconsistencies between macroeconomic policies and research and innovation policies and also the lack of demand-driven innovative activities, still Iran has not reached the top position in exports of high technology in the region. So to seriously deal with economic sanctions and to achieve Vision′s goals, it is necessary to adopt appropriate macroeconomic policies in order to create demand for the development of innovation activities. National innovation system (NIS) as a system approach to innovation is composed of institutions that interact with each other for creation, dissemination and application of new knowledge commercially, acting within the boundaries of a country. One of these institutions is research and technology organizations (RTOs). In most countries, such organizations exist independently and non-corporate. In the innovation system, the role of intermediaries (especially RTOs) in the innovation process is an important element of successful innovation. RTOs in developing countries are, therefore, important actors in NIS, since they contribute significantly in the intensive learning process, which enabled these countries to successfully catch up with developed ones and, subsequently, shape their economy into a Knowledge Based Economy. The most prominent of such organizations in the innovation system of Iran, is the academic center for Education, Culture and Research (ACECR). This article reviews and explains the research and technology organizations in the National Innovation System and studies ACECR as an example. Also, this article reviews reasons of formation for, distinguishing features, functions and domains of activity and position of research and technology organizations in National innovation system. Furthermore, the position of ACECR is explained as a Research and Technology Organization in Iran’s innovation system and finally some recommendations related to the role of ACECR in the innovation system of Iran and it’s domains of activity are made. knowledge-based economy based on acquisition, production, distribution and utilization of knowledge in all economic activities. In this economy the need for innovative companies are very obvious because these companies are the main source of wealth and employment in the knowledge-based economy. Knowledge-based economy is the current need for all countries in the world. In this regard, one of the strategies for a successful experience of developed countries based on knowledge-based economy has led to the formation and development of the science and technology corridors. Science and technology corridor is the coordinated and coherent set of universities, science and technology parks, research centers and in a geographic region with a centralized management structure and the particular legal for knowledge based products and services. In this paper, the requirements for the formation of the science and technology corridors will be discussed. The main components of science and technology corridors are: national innovation system, science and technology parks, universities and research centers, venture capital and entrepreneurship, human capital, special infrastructure, market, high technology firms and proximity to urban areas. As long as the country does not acquire these requirements, access to science and technology corridor and the knowledge economy would be impossible. Manuscript profile

Of all the aspects of management of technological innovation (MTI), innovation strategy is the most challenging. Appropriate MTI, leads to value delivery, sustaining competitiveness, profit making, refreshing working environments, maintaining and retaining productive labor. Successful MTI occurs solely when a broad set of elements and organizational activities are well managed and integrated within innovation strategy of organization. Firms can be very good at the various activities involved in MTI, such as R&D or operations, but this accounts for little unless it is supported by a well-grounded innovation strategy that guides firms’ choices, prioritizations, and sequences. One of the concepts in the field of innovation strategy is innovative capabilities. Innovative capabilities are defined as bundles and patterns of skills used by firms to formulate and implement an innovation strategy involving the creation, extension, and modification of those resources and skills used for innovation. In each phase of the innovation strategy formulation, different tools may be used. Choosing the right tool depends on various criteria. Some of the criteria are as follows: Is firm new or well established, large or small, centralized or dispersed in its organization, deals in simple or complex products and services, operates within well-defined or uncertain technological and market circumstances, with a major or minor impact on society, safety, and the environment. In the article, using an integrated approach of innovative method and innovative decision-making method based on engineering technical innovation, and innovative capabilities, right tools in each phase of innovative capabilities, which finally leads to strategy formulation, is recognized. Some of the most practical tools are SWOT analysis and Delphi. Manuscript profile

High speed changes and evolutions in technological environment are among the important subjects in business which has made the ability to plan and decide in this area impossible without a proper perception of the present and future situation of technology. Therefore, determination, creation and development of the industrial and research co-workers network using the open innovation and employing the technology intelligence in order to observe the technological evolutions for technology-based organizations and also the technology and science progress that has a direct effect on the business area of these organizations are very important. On the other hand, since the increasing growth of the internet in increasing the input resources for technology intelligence has a key effect, the appropriate employment and use of information technology tools for accessing and analyzing these inputs has also been changed into a key point in technology intelligence creation. Thus, the organization`s strategy in determination and acquisition of the appropriate process of technology intelligence has become very important so that organization requires to merger the innovation and idea from out of the organization with main advantages from inside the organization. As a result, establishing a systematic framework, the organizations, creating a connection between the technology intelligence and open innovation, can help their purpose and increase the technology intelligence value. In other words, technology intelligence as an open innovation approach tool creates a relation between knowledge and idea from out of the organization and main advantages from inside the organization results in creating a competitive advantage for the organization. These days, organizations environment has become more competitive. According to business researchers, achieving a competitive position for the company is possible only by the proper business model. A successful business model indicates a better option so that it can offer greater value to a distinct group of customers and bring greater benefits to the company. At the start of a business, failure to identify an appropriate business model, leads to the failure of organizations to achieving its goals. Despite the importance of this issue, there is no standard for the definitions and components of business models. Hence, in this study, definitions and components of business models are discussed, according to the different approaches in modeling business models. However, merely having a good business model at the inception of a company is not enough; what is more important is utilizing and maintaining a proper business model over the life of the institution. The power of a business model is such that it can be a powerful tool for analyzing, testing, and evaluating organization's strategic options. Therefore, an organization business model evaluation as a strategic decision-making process will never stop and can be a basis for continuous improvement of the business. Business model evaluation differs according to the levels and units of analysis. In this study,by reviewing the different studies, the most important criteria and methods of business model evaluation has been proposed.Business models are the representation of businesses at a specific time. Rapid technological, economical, cultural and political changes lead to a more complex organizations environmentand dynamic business evolution. This causes instability of business models. Therefore, they change by the development of businesses. Hence, business model innovation has become one of the most important issues in management science. This concept has been studied in the final part of this study. Manuscript profile

Ideation, research, and technological innovation is valuable when leads to wealth creation. Commercialization is a way for linking science to economy and create wealth from innovation. Several factors, such as creative thinking, appropriate know-how, entrepreneurial thinking and spirit, and financial resources, need to get together to gain success in technology development and commercialization. But rarely an individual can have all these features. So the best solution for successful commercialization is formation of a team of four different characters with the above properties: These characters are inventor/innovator, investor, technologist and entrepreneure. This paper implies definition and concepts of commercialization, and thirteen steps in commercialization process, from ideation to success development and growth. Then introduces “innovation team” as one of the solutions for successful commercialization and describes the characteristics of team members and their roles at different stages of commercialization. In order to achieve more and better results in the area of commercialization, at the end of the paper there are recommendations with regard to Iran’s conditions. Manuscript profile

The importance of investment on Research and Development (R&D) has been assumed as a clear and obvious matter in advanced industrial countries, and today it is the R&D that will determine how to allocate the budget and financial issues. Now, investment in R&D units is considered as a competitive advantage. Nowadays, only those countries are able to participate and survive on competitive challenges at the international levels which are determined consistently to employ the latest technologies and it cannot be obtained unless they possess dynamic and globally-adjusted R&D centers. In this paper, overviewing the literature of this regard, we go through the analysis and description of R&D success factors and its position in Iran and some developed countries such as Japan, USA, and China. Following an adaptive comparison, some solutions are portrayed to improve the place of research in Iran. In the first step, is the government via providing financial support, facilities, and encouraging and promising environment for the researchers, and in the second step, researchers should engage in innovation and service to our country via strengthening national loyalty and learning about the latest scientific methods in the world,. Especially universities -as thinker entities and society’s great scientific and cultural sources- must establish science-based approach as the dominant thought and endeavor toward applying the researches in the country. This will obtain through constant and proper communication between institutions and academic research centers, and spreading the culture of science and research among the public. Manuscript profile

Open innovation and absorptive capacity are two popular concepts in contemporary innovation management literature. firms' absorptive capacity, as it has been defined by Cohen and Levinthal (1990), determines their ability to in-source externally developed technology or ideas. In this paper, we tie these two concepts to each other and prove how the recent insights about open innovation can advance our understanding of absorptive capacity. External technology sourcing is becoming more important for a number of reasons: Shortening technology life cycles, emerging technologies with the potential to disrupt market leaders' positions, sharing costs and risks associated with science based technology, globalization of the R&D activities as a response of companies to the greater dissemination of knowledge throughout the world, the growing importance of seed and venture capital to finance excellent business ideas, etc... These inter-organizational knowledge flows do not materialize automatically and firms have to develop skills to tap into external sources of technology. Furthermore, absorptive capacity is crucial in explaining why some companies are better than others in creating and capturing value from in-sourcing externally developed technology and technological collaboration with innovation partners. Hence, absorptive capacity and the outside-in dimension of open innovation are necessarily linked to each other. The purpose of this paper is to analyze how absorptive capacity and the outside-in dimension of open innovation can be linked to each other. We focus on the question how complementary between internal and external technology plays a role in open innovation and absorptive capacity of innovating firms. This paper discuss about open innovation around two key factors (humanity & organizational) and relate it to absorptive capacity .Then analyses conceptual model with SWOT. Manuscript profile

Competitiveness is an issue that in recent decade has shifted the attention of many researchers and policymakers to its side. In today's world of expanding globalization, countries are employing all their efforts and use all of their capacities to be able to gain more shares of international markets by improving the competitiveness. Among the factors that increase the competitiveness of the countries, the basic needs indicators, efficiency-driven and innovation-driven can be noted that all of them have been considered in Global Competitiveness Report of the World Economic Forum as one of the most reliable sources of competitiveness at the national level. In this paper, we try to investigate the status of overall index of competitiveness and innovation and basic factors influencing the competitiveness among OPEC members according to the Global Competitiveness Report 2010-2011. The results show that the state of competitiveness among countries is not so appropriate, also it should be noted that their competitive power is largely dependent on infrastructure and macroeconomic environment which themselves function from oil exports and foreign exchange revenues. Beside, the innovation components of their competitiveness are poor. Thus, it should be noted that the economic decision- makers in these countries are recommended to push their competitive power toward relying on innovation-driven components which have more flexibility and seek higher value-added for them. At present Research and Development centers face rapid technology changes. So, these centers are in perpetual search for new methods and tools to serve as a frame for conducting activities of researchers to access innovative solutions for new problems. Systematic innovation (TRIZ) is a creative problem solving technique that firstly has been introduced by Genrich Altshuller. TRIZ has been developed to aid inventors and researchers to accelerate innovations without numerous trials and errors. It is a scientific systematic methodology for defining, analyzing, and formulating solution models for difficult problems. The problem solving through TRIZ consist of four steps: problem definition, tools selection, making solutions, and assessing the solutions. In this paper, we introduce a summary of the TRIZ Tools and TRIZ Problem Solving Process and way of its using on developing capabilities of creativity and innovation and inventive problem solving power in Research organizations and Researchers. Helping to avoid numerous trials and errors without compromise between the two and more than two requirements and solving problems by a different approach using TRIZ is the first difference between TRIZ and other creativity techniques and tools. The accurate understanding of TRIZ and its tools has many advantages for people and organizations in R&D process and solving problems of it. This paper discusses a number of these advantage, too. Now the main question is what can be the most important innovation in organizations? For this reason researchers focus on innovation and its types. They offer several models and patterns. Literature review indicates the presence of multiple and sometimes conflicting views. This paper, combines ideas from previous authors and proposes comprehensive models for classifying types of innovation. Information of assemblage method in this article is library method, and use of the internet resources and research method is a comparison between the past research conclusions and an integrating research. By comparing and integrating pervious viewpoints, three main dimensions are provided: 1- the focus area (result/ process) 2- type of approach (current / new) 3- types of change (radical/incremental). By using these three dimensions, a model is presented which consists of all types of innovations in itself and integrated different pervious scholars’ points of view. Innovation is the capability of identifying opportunities and using their advantages. These opportunities are not just opening new markets but include the innovative processes and ways for existing markets. Actually, innovation is not just production of goods, and examples of innovation can be seen in the service sector and public and private sectors. Innovation intrinsically is a risky project and even developed firms cannot accept infinite risks. In fact, the question is not that if innovation should be done or not, but rather how this innovation can be successful and which feedback could be gained from its success and failure and reaching a pattern that can be applied in future activities. Always the main question has been "whether or not we can control and manage what is known as innovation". At first glance, it might seem that managing innovation is impossible and a complex process. But we believe that despite the uncertain and apparently random-nature of the innovation, it is possible to find an underlying pattern of success. Innovation is a "management" issue because there are decisions to be made about resources, disposition, composition and coordination among them. In this paper after expressing concepts of innovation and managing innovation, a conceptual model and its usage structure is presented in order to concentrate on key aspects of managing innovation. Next, creation and maintenance of an innovative organizational context will be discussed and finally a comparative analysis of managing innovation between Japanese and Korean firms will be reflected. Nowadays, sophisticated technologies, such as Information Technology systems arise from new demands in case of technology perception. With increasing tendency in using Web-based technologies for ameliorating job performance, Information Technology systems act as a vital section in business operations. In the current research, results of organizational development pertaining to critical factors of web-based knowledge management effective transmission are concerned. Infusion and diffusion processes are evaluated by acceptance of effectiveness of web-based knowledge management technology in organizational systems. Incepted acceptance and transmission of Information Technology tools in the accepting system business processes, will not necessarily guarantee the change in taste of users and designers. It becomes obvious only at a time when IT systems cause changes. Once this technology is deployed, a need for acquiring and measuring integration arises; this claims that a need for diffusion level as a source of change exists. Each of mentioned processes, i.e. Infusion and Diffusion, are influenced by a set of constituents. In this study, we use experimental models of infusion and diffusion for web-based Knowledge Management technology. The change source in technology transmission is considered in this research. Also, some applicable advices are suggested for effective transmission of web-based knowledge management technology in organizations. This research is done to find out the factors affecting technology transmission and IT technologies acceptance. Aviation industry is one of the seven major industries in the world in future. And improvement in this field can cause improvement in other industrial fields. On the other hand one of the most important way for technology catch-up is Benchmarking. Benchmarking help us to see how can be successful. Three factors act major roles in air industry: first, economies of scale. Second, airframe manufacturing .Third, in the case of airplanes, development, modification and maintenance require extremely intimate manufacturer-customer relations or user-active innovation. In this sense, every passenger jet that takes-off, is in fact a customized product rather than a homogenous commodity. These three are the most important things to pay attention in air industry in this article .here we compare NIS in Japan, Russia, Brazil and analyze what they have done for improving aviation industry. The literature existing in innovation evaluation can be studied in two ways: 1) innovation evaluation at company level 2) innovation evaluation at national level. Innovation evaluation at company level is useful to make decisions in allocation of resources for innovation activities, to choose the fields in which innovation is expected to produce high economical return, and also to manage innovation strategies inside the enterprises. At national level policymakers need the information acquired from innovation evaluation in studying the existing situation, future developments trend, getting feedback from positive and negative effects of the existing policies, and making appropriate policies. According to the literature related to the title of the study, we have tried to mention the similarities and differences of the studies done in innovation evaluation by contrastive analysis of them. In similarity section, innovation process and technological changes measurement are mentioned. Also in differences section the level of analysis and providing indicators for measuring all three fields of systematic process of innovation are mentioned. Manuscript profile

New Technologies cause enhancement in production factors and create further variations in productions. Furthermore, technologies create changes in comparative cost of production, and increase the comparative advantages in corporations and ultimately in the countries. Research, development and innovation costs, and new technologies allow corporations to improve their production abilities; thus resulting in capacity growth, cost reduction, quality improvement, and timely delivery. Unique characteristics of Innovation and new ideas are not challengeable. For example, achievements in a new method, will give others easier access, without causing interruptions to the previous users. Therefore, such products are produced once and can be mass-produced then after. In this article, the importance of research and development in the growth of value added through an endogenous growth is explained. While revising Romer's endogenous model of growth, a mathematic model for Iran's economic growth was made and the effects of R&D, spillovers resulted from R&D, labor force, physical capital and human resource based on OLS was evaluated. Open innovation represents an emergent paradigm, which organizations must become familiar with and apply it in practice sooner or later in order to survive and prevent their failure. Factors such as diffusion of knowledge, increasing costs and complexity of R&D, the shortening of the technology life cycles, the growth of venture capital and presence of knowledgeable suppliers and clients, have weakened the close innovation paradigm. So, self-sufficient, inward focus, monopoly of knowledge and capital investment on internal research, does not create competitive advantages for organizations any more. In open innovation era, organizations make use of both internal and external resource of knowledge to drive their innovation processes, also search different internal and external ways to develop their markets. With regard to inescapable deployment of open innovation, now the question is what items should be considered by organizations in the shift from close innovation to open innovation? In other words, what are the requirements for implementing open innovation approach in organizations? This paper will answer the question by review of pervious research to identify and describe dimensions which could lead organizations in order to implement open innovation. These dimensions which named “the requirements to shift from close innovation into open innovation” and presented in conceptual framework of paper, are: networking, open innovation processes, organizational structures and knowledge management systems. Organizations should notice these dimensions interact each other, so change along one dimension will impact on the others. Manuscript profile

Innovation is a key element for the success of companies in a competitive environment. Innovations begin with innovative ideas that form in the early stages of the innovation process, called the front-end of innovation (FEI). Therefore, to access information from different sources, especially external sources, the early activities of the innovation process should be organized as a systematic approach. Customers are as the most important source of innovative ideas in new product process that companies can use them. To benefit from the idea of customers, there needs to be a model for integrating them with internal organization resources. In this paper, a model is presented for integration of customers derived from open innovation paradigm in the FEI based on simultaneous integration of customers, competitors, fringe industries in order to Increase creativity and innovation success. This proposed model is obtained by development of Ulwick’s model that implemented in Agricultural implements industry for “drip irrigation system”. The main objective of this paper is to generate innovative product ideas and then selection of more innovative idea (real and unmet need) of customers in the FEI phase by proposed model, in order to reduce the failure rate of new products in the market. In the current decade, knowledge based economy is a popular term in the scientific circles of the country. This word has attracted the attention of many scholars and experts. The global index of knowledge based economy has four foundations, and innovation is one of these bases. In the area of innovation, Iran has less privilege than the global average. In order to promote the level of innovation and, consequently, the level of knowledge-based economy, using the global statistics in the field of knowledge based economy and innovation, in this paper first of all, we recognize the important input factors influencing the innovation and then we compare the status of these inputs with the global average. After identifying the weaknesses in the inputs, the status of these measures is reviewed in the Sixth Development Plan document. According to the findings, it was found that in the sixth program of development, only gross domestic product (GDP) per unit of energy consumption was pointed out, and no direct reference was made to other measures. Comparison of measures with the global average showed that in order to improve the output of innovation, the country needs to improve the level of research and development, knowledge workers, ICT and the political environment. On the other hand, identifying the most important dimensions affected from technological innovation within and outside the organization is a guide for managers in order to achieve the goals of the organizations; that reveals the importance of paying attention to this kind of innovation. A litrature review shows that many researchers have identified, prioritized and studied the impact of the factors. But there is no comprehensive research that collectively brings together all the factors and classifies them in certain categories. In this study, by reviewing previous studies, we tried to identify all factors using content analysis method, and categorized these factors as organizational and non-organizational effective and impressive. During the review, more than 20 factors were identified. then the dimensions and components of every factor were explained. The most important factor of technological innovation that is critical to pay attention to is the company's performance. But the decision about most effective factor can not be made. Therefore, organizations should pay particular attention to technological innovation in order to improve their financial performance. in order to improve performance, firms and organizations should look consider all the effective factors and try to control and improve the organizational factors specially in order to improve the technological innovation. Innovation is a necessary requirement for companies to gain and maintain competitive advantage. This is largely due to the rapid development of technologies. In order to survive in the competitive environment, large companies should also strive for innovation in different parts of their organization. Therefore, the issue of adaptability is particularly important in introducing the innovation model. It can be assumed that inter-company collaboration is increasingly important at different stages of business development and that large corporations are willing to engage with startups. This interaction allows start-ups to overcome the problems that emerge in the early stages of business development, and on the other hand, the influx of innovation for large corporations increases the competitive advantage against their rivals, to gain more market share. The purpose of this article is to analyze the methods of collaboration between large corporations and start-ups, especially to examine the needs of innovation in the economy. This partnership can take many forms, and this article reviews the different types of partnerships between large corporations and startups that relate to business acceleration activities, co-creation, co-branding, acquisition, acqui-hiring and open innovation. Finally, by examining each of these methods of cooperation, we conclude that cooperation in any way can be beneficial to both parties and there are important points that must be considered before and during the cooperation process, so that both companies can ultimately benefit from the relationship. In this paper, a comparative study of the history and different approaches of knowledge based economy as an influential concept in promoting national resilience and sustainable development in Iran and several selected countries (from developed and developing countries) is discussed. In this regard, while comparing policy making in different countries to establish a knowledge-based economy, we offer lessons learned for Iran to achieve a knowledge-based economy. One of the most important points drawn from the study of countries as joint focus points is the specific and sometimes unique nature of knowledge-based economy development policies in each country with regard to the industrial and technological context of each country. Accordingly, policies that have led to the development of a knowledge-based economy in a developing or developed country do not necessarily lead to similar results in other developing or developed countries, and may even have devastating economic consequences. It should be note that knowledge-based economics is not limited to advanced technologies. The main factor in achieving knowledge-based economics, in addition to advanced technologies, is focusing on innovation as the axis of enhancing productivity of economic activities and competitiveness that can span a range of activities. Include low and medium technology additionally, coordination and integration between players, especially policymakers and government players (institutions and organizations) at the highest levels is an essential requirement for the realization of a knowledge-based economy at national level. Over the past three decades, research has focused on how and under what conditions latecomers have been able to become major producers of new technologies, such as renewable energy, and make technological catch-up in this area. This is emphasized for developing countries because, on the one hand, the greatest growth in energy demand in the coming years will be in these countries, and on the other hand, it is a green window of opportunity for other developing countries to learn and work towards catching-up in these areas. In this research, from the perspective of global innovation networks, the technological approach was investigated by analyzing the structure and evolution of the solar energy innovation network using patent citation analysis. For this purpose, patents in this field were extracted and cleared from the Derwent Innovation over a period 1980-2017. Then, a citation network was formed and the topological structure and country-level indicator were examined using social network analysis methods. The results showed that countries that were able to gradually increase their absorption capacity by joining the global innovation network and moving in the path of technology of leading countries by increasing citations to their patents, could able to be producers of knowledge and granted high quality patents which have been increasingly cited by other countries. These countries found a special place in the network as intermediaries for the diffusion of technology and succeeded in technological catch-up. Manuscript profile

Today, many countries look at the phenomenon of innovation as a tool for economic growth and development. The existence of many complexities in the path of creation to the application of innovation has caused many scholars to consider innovation in the form of an ecosystem. One of the reports that measures the innovation ecosystem in detail is the Global Innovation Index. This index examines different aspects of innovation by using seven pillars, each of these pillars has three sub-pillars and each sub-pillar has a number of indicators. With a history of 12 years in the report, Iran has gone through a growing trend, so that it has reached from the 120th rank in 2014 to the 53rd rank in 2022. The study of Iran's situation in various indicators shows that the country has a very favorable situation in the world in the education of university graduates, scholarly publications and domestic patents, while it has an unfavorable situation in the indicators related to the business environment and innovation collaborations. Due to the lack of data or not being up-to-date, Iran's situation in some indicators and sub-columns cannot be accurately cited. This point clearly shows that the policy maker must have an up-to-date internal database to evaluate the innovation ecosystem in order to adopt effective and flexible policies. Manuscript profile
